eligibility of degree

hello,
can anyone from this forum kindly confirm that whether a History or International Relations graduate is eligible to apply for a Pakistan Studies lecturer post announced by FPSC, SPSC or other universities like AIOU, VU, etc. Is the willing candidate must be a Pakistan Studies graduate or he/she can avail the opportunity?
